Major assurance for major expansion.

Colliers Project Leaders was engaged to provide commissioning services for all of the HVAC equipment and systems associated with the expansion of the Towson Town Center. The Towson Town Center underwent a major renovation and expansion which added 32 upscale retail stores and restaurants totaling 110,000 square feet to the existing mall. The parking garage was also expanded to replace the previous surface parking. The expansion increased the garage capacity by 400 spaces.

The goal of the commissioning process was to verify that the design met the Owner’s functional requirements specified in the project specifications, the equipment was installed as designed, and the systems performed properly to meet the specifications and the Owner’s needs.

The commissioning process of the Towson Town Center project consisted of four major phases. The first phase consisted of site assessments and equipment checklist verification during construction. The second phase included functional performance testing of equipment and systems during construction, start-up, pre-opening operation, and the opening of the Center addition. The third phase was the correction of revealed deficiencies, addressing all commissioning issues, verification of completion, and retesting of equipment that failed during the original testing. The third phase also included seasonal cooling testing. During the fourth and final phase, we returned to the Towson Center to conduct the one-year warranty walk-through and to verify the HVAC equipment performance.
