Restoring the Connecticut State Office Building while exceeding sustainability standards.

The Connecticut State Office Building, located in downtown Hartford’s historic district, is on the National Register of Historic Places. Colliers Project Leaders served as the commissioning agent for this adaptive reuse project, which aimed to restore and preserve the historically significant features of the 1931 office building that houses the State of Connecticut’s attorney general, secretary of state, treasurer, and their staff, while exceeding sustainability and accessibility standards.

Colliers Project Leaders provided commissioning services for the restoration and renovation of the historic Connecticut State Office Building and construction of a new parking garage. The project included the restoration and renovation of the building exterior, renovation of the central exterior courtyard, and reconfiguration of the existing building entrances. The existing parking structure was demolished and replaced with a new $34 Million, 1,007-space garage. The adaptive reuse project also included all new windows, HVAC, electrical systems, fire alarm and fire protection systems, and telecommunication systems. The project complies with USGBC’s standards for LEED Silver and Connecticut High Performance Building standards.

Colliers Project Leaders served as the commissioning agent during the pre-construction, construction, and closeout phases. Systems commissioned included mechanical, electrical, plumbing, and building envelope. During the pre-construction phase, responsibilities included reviewing the Owner’s Project Requirements and Basis of Design, performing design reviews at 50% CD, 90% CD, and final CD documents, and developing a commissioning plan. During the construction phase, we developed, distributed, and spot-verified construction checklists, developed functional test procedures, reviewed mock-ups and verified equipment start-up, developed and maintained a commissioning issues log, and verified operator and occupant training. Finally, during project closeout, we scheduled and verified deferred or season testing and performed a 10-month warranty review.
